Creates new Article 5-A in executive law establishing restrictions on how government entities and contractors collect, share, and sell personal information of New York residents.

Prohibits government entities and contractors from selling personal information and limits sharing of personal information to only when it is crucial to performing contracted services or government duties.

Requires government entities and contractors to disclose at the point of collection what categories of personal information will be collected and the purposes for use.

Provides exceptions allowing information disclosure to comply with federal, state, or local laws, legal investigations, Freedom of Information Law requests, and lawsuits; exempts consumer reporting agency activities regulated by the federal Fair Credit Reporting Act.

Takes effect one year after becoming law.
