Extends the June 30, 2024 deadline to June 30, 2027 for waiving area designation and approval requirements for up to six urban development action area projects per calendar year involving construction of up to ninety federally-financed dwelling units restricted to elderly or disabled occupants.

Allows municipalities to waive standard land use procedures and requirements for rehabilitation, conservation, or one to four unit dwelling construction projects that qualify under the extended deadline.

Permits municipalities to waive land disposition standards and procedures established by local law or charter for eligible urban development action area projects meeting the criteria, including those involving federal financing for elderly or disabled housing.

Applies retroactively to June 30, 2024 if the bill is enacted after that date.
