Changes school districts, public libraries, boards of cooperative educational services, county vocational education boards, charter schools, and non-public elementary and secondary schools from optional ("may") to mandatory ("shall") provision of opioid antagonists on-site at each instructional facility or library.

Requires naloxone nasal sprays to be stored with every automated external defibrillator (AED) provided and maintained by schools and institutions.

Expands the definition of "entity" eligible to receive opioid antagonists under Public Health Law Section 3309 to include public access defibrillation providers.

Mandates any person, firm, organization, or entity that acquires an automated external defibrillator through a collaborative agreement with an emergency health care provider must stock opioid antagonists and store them in or near AED cabinets.

Effective July 1 following enactment, with authorization for immediate implementation of necessary rules and regulations.
