Amends the Retirement and Social Security Law to allow members to obtain up to three years of service credit for military duty performed under the authority of the New York state governor.

Expands the definition of "military duty" to include New York state active duty service in addition to federal military service.

Maintains existing eligibility requirements: honorable discharge, qualifying condition with non-dishonorable discharge, or discharged LGBT veteran status with non-dishonorable discharge.

Takes effect immediately upon enactment.
