Prohibits all state agencies and offices from purchasing single-use plastic water bottles (21 fluid ounces or less) beginning one year after the law's effective date, with exceptions for unavailable alternatives, health and safety needs, existing contract conflicts, and emergencies.

Authorizes the commissioner of general services to contract for installation of water bottle filling stations at all state agency premises, including the Capitol Building and Empire State Plaza, either at existing water fountains or as separate installations.

Requires the office of general services to establish guidelines and certification standards for contractors and subcontractors installing water bottle filling stations, with certifications maintained for the contract duration.

Mandates all state agencies and offices submit a report within one year detailing steps taken to eliminate plastic bottle purchases and sales on state property, plus the number of water bottle filling stations installed.

Excludes the State University of New York, City University of New York, and certain residential care facilities and developmental disability programs from the requirement, while encouraging quasi-public authorities to voluntarily adopt similar plans.
