Requires the State Comptroller to transfer sufficient funds from the state treasury to the medical indemnity fund account annually on or after April 1, 2024 to prevent suspension of new enrollment for the entire state fiscal year.

Authorizes the fund account to maintain payments for already-enrolled qualified plaintiffs for their lifetime and permits expenditures to exceed available appropriation authority to continue these payments throughout the fiscal year.

Mandates that enacted state budget appropriations authorizing disbursement from the fund account increase by the amount necessary to support disbursements that prevent suspension of new enrollment for the entire state fiscal year.

Removes the December 31, 2025 expiration date for amendments to section 2999-j of the public health law made by chapter 517 of the laws of 2016.

New paragraph (e) of subdivision 6 of section 2999-i authorizing comptroller transfers and budget appropriation adjustments expires and is repealed on March 31, 2026.
