Authorizes the Commissioner of General Services to exchange state-owned land in Yonkers, Westchester County with 140 Warburton LLC, subject to approval by the Adjutant General of New York.

State parcels to be conveyed total approximately 1.41 acres located at the intersection of Warburton Avenue and Quincy Place, and at Warburton Avenue and Ashburton Avenue.

140 Warburton LLC must convey parcels of equal or greater fair market value to the state in exchange, as determined by the Adjutant General.

Requires 140 Warburton LLC to contract for licensed land surveys meeting state standards, with all contracts subject to approval by the Attorney General and Comptroller before becoming binding.

Application for the land exchange must be submitted to the Office of General Services within one year of the act's effective date, or the authorization expires.
