Amends the public housing law to establish ethics requirements for resident councils (including tenant associations, resident associations, and tenant councils)

Requires municipal housing authorities in cities with one million or more inhabitants to develop an ethics plan and conflict of interest form

Mandates that all officers of resident councils complete ethics training and file a completed conflict of interest form with the municipal housing authority

Requires municipal housing authorities to make all completed conflict of interest forms available to the public on their website with personal information redacted

Takes effect immediately upon enactment
