Allows home repairs related to habitability to be financed alongside accessibility improvements through the Access to Home program and Access to Home for Heroes program, provided repairs don't exceed 60% of the total grant or loan.

Increases the allowable administrative costs for eligible applicants from 7.5% to 10% of the contract amount for both the Access to Home program and Access to Home for Heroes program.

Repairs must be related to both the adaptation or retrofitting of eligible properties and the habitability of those properties to qualify for financing.

Takes effect 90 days after becoming law.
