Creates an internal registry maintained by the State Education Department to track active investigations into certified teachers for boundary violations, sex-related offenses, or sexually inappropriate conduct.

Registry entries include the teacher's name, position, employment location, complaint date, nature of complaint, investigation status, and deadline for determining whether a substantial question exists regarding moral character.

Department adds individuals to the registry on the same day a complaint is assigned to an investigator (if made by a superintendent or chief school administrator) and removes them when the investigation closes or moral character is determined.

Notifies only school district superintendents or chief administrators when a job applicant is on the registry during background checks, while prohibiting disclosure of investigation status to other parties.

Allows individuals thirty days from notification of registry inclusion to appeal to the commissioner, who must decide within thirty days; all information remains confidential except as specified in the law.
