Amends the Alcoholic Beverage Control Law to allow the authority to issue a retail on-premises liquor license for a specific property in Brooklyn that would otherwise be prohibited due to proximity to schools or places of worship.

Creates an exception to existing distance restrictions, permitting a license for premises located within 200 feet of a school, church, synagogue, or other place of worship in Kings County, Brooklyn.

Applies exclusively to a food or beverage retail establishment at the specifically described parcel bounded by Hewes Street, South 5th Street, and measuring approximately 101 feet by 100 feet in Brooklyn.

Takes effect immediately upon enactment.
