Amends the consumer directed personal assistance program to permit eligible individuals' parents, adult children, in-law relatives, and other adult relatives to serve as personal assistants.

Removes the previous restriction that barred "a person legally responsible for an eligible individual's care and support" from serving as a personal assistant.

Maintains the prohibition on spouses and designated representatives serving as personal assistants.

Requires that services provided by relative personal assistants be consistent with the individual's plan of care and that aggregate costs not exceed costs for equivalent non-relative personal assistant services.

Changes gender-specific language from "his or her" to "their" throughout the statute.
