Amends New York Energy Law Section 11-104 to exempt buildings from the fossil fuel equipment ban if they received prior approval before the ban's effective dates.

Prohibits fossil fuel equipment installation in new buildings of seven stories or less starting December 31, 2025, and in all new buildings starting December 31, 2028.

Exempts commercial or industrial buildings greater than 100,000 square feet in conditioned floor area from the 2025 prohibition.

Provides exemption from the fossil fuel ban for any building that has received site plan approval, tentative map approval, subdivision plat approval, or a building permit before the applicable ban date.

Takes effect immediately upon enactment.
