Prohibits state funding for any college whose instructional staff members directly or indirectly promote, encourage, advocate, or engage in activities on campus in support of terrorist organizations as defined by 8 U.S.C. § 1189.

Allows colleges to remain eligible for state funding if they take appropriate corrective steps as determined by the Department of Education within a time and manner established by the department.

Requires the commissioner to notify colleges deemed non-compliant and describe what corrective steps must be taken to regain eligibility; also requires notification to the director of the division of budget.

Defines "instructional staff" to include presidents, deans, directors, professors, instructors, tutors, lecturers, librarians, registrars, teachers, and any other employees with a direct role in educating students.

Takes effect immediately upon enactment.
