Requires all for-hire vehicles operating under municipal authorization to have New York state license plates in order to receive a New York State Department of Transportation inspection.

Defines "for-hire vehicle" as a motor vehicle carrying passengers for hire in the city with a seating capacity of 24 passengers or less, not including the driver.

Defines "seating capacity" to include any plain view location capable of accommodating a normal adult that is part of the overall seat configuration and design and likely to be used while the vehicle is in motion.

Applies to motor vehicles registered under laws of other states, Canadian provinces, territories, or federal districts only if those jurisdictions require reciprocal inspection of New York-registered vehicles.

Takes effect immediately upon enactment.
