Establishes licensure requirements for anesthesiologist assistants in New York, requiring completion of accredited baccalaureate education plus anesthesiologist assistant training program, national certification (such as NCCAA), minimum age of 21, good moral character, and payment of $100 for initial license and $50 for triennial renewal.

Creates a State Committee for Anesthesiologist Assistants composed of at least eight members including four licensed anesthesiologist assistants, two board-certified anesthesiologist physicians, and two public representatives to advise on licensure and professional conduct matters.

Permits individuals with five years of prior practice experience in another jurisdiction (with three years in the last five years) or those with national certification and three years of prior employment to obtain licensure without additional examination requirements if they apply within two years of the law's effective date.

Authorizes limited permits valid for one year (extendable one additional year) for applicants meeting all requirements except examination, costing $40 per permit, allowing practice only under direct supervision of a board-certified anesthesiologist.

Exempts students in accredited anesthesiologist assistant programs, other licensed professionals performing similar tasks within their scope, and federally-employed anesthesiologist assistants from licensing requirements.
