Expands mentorship opportunities for minority and women-owned business enterprises (MWBEs) to include instances where there is a contractual relationship between an MWBE and a subcontractor or contractor working on a state contract.

Requires state agencies that let more than $10 million in service and construction contracts annually to develop mentor-protege programs connecting approved mentor firms with small businesses and MWBEs certified under executive law article 15-A.

Directs state agencies to encourage mentor-protege relationships between MWBEs and agencies where contractual privity exists between the MWBE and subcontractors or contractors on state contracts.

Authorizes public authorities to establish small business mentoring programs between the agency and MWBEs in instances where there is contractual privity between the MWBE and subcontractors or contractors on authority public works contracts.

Takes effect immediately, with amendments to article 15-A of the executive law expiring with that article and amendments to section 1265-b of the public authorities law expiring upon repeal of that section.
