Creates a new distinctive license plate bearing "U.S. Military" for active duty military service members in the U.S. Armed Forces, available upon request and proof of active duty status.

Requires the branch of military service to be indicated on the plate either in words or by insignia of the branch served.

Charges a one-time service fee of $10 per plate in addition to the regular registration fee prescribed by existing law.

Requires a $6,000 surety bond from the Department of Motor Vehicles before plate design and production, unless at least 200 pre-orders with fees are received prior to production.

Takes effect 180 days after becoming law, with authority for the Department of Motor Vehicles to adopt implementing rules and regulations immediately.
