Removes the prohibition on designating polling places in buildings where alcoholic beverages are sold for on-premises consumption.

Prohibits public school buildings from being designated as early voting polling locations.

Allows buildings exempt from taxation or receiving more than $1 million in annual state grant funding to be used as polling places, unless the owner/operator demonstrates the use is significantly incompatible with the entity's primary function.

Changes the language from "whenever possible" to "to the extent practicable" for designating public buildings as polling places.
