Authorizes SUNY Stony Brook trustees to lease approximately 8 acres of underutilized land in the Research and Development Park to Veeco for up to 100 years without public bidding to construct a facility for semiconductor chip manufacturing and related research.

Requires lease approval from the director of the division of budget, attorney general, and state comptroller; property and improvements revert to SUNY if not used for the authorized purpose or upon lease expiration.

Designates work on the project as public work subject to prevailing wage requirements under Labor Law Article 8 and requires use of project labor agreements for all contractors and subcontractors.

Prohibits contracting out instructional, pedagogical, administrative, or professional services currently performed by state employees; protects existing state worker positions, wages, benefits, and collective bargaining rights.

Lease must be executed within 5 years of the act's effective date; construction contracts must be awarded through competitive process.
