Requires judicial officer elections (except village judicial officers) to be held on the Tuesday following the first Monday in November in even-numbered years, with terms expiring at the end of even-numbered years.

Changes city and county officer elections outside New York City from odd-numbered years to even-numbered years, with terms expiring at the end of even-numbered years.

Modifies vacancy-filling procedures so that appointed judges and county officials serve until the commencement of the political year following the first annual election in an even-numbered year after the vacancy occurs.

Allows the legislature to authorize elections of state and local officials in odd-numbered years if the resulting term expires at the end of an even-numbered year.

Changes the election cycle for county sheriffs, county clerks, district attorneys, and registers from three or four years to four years in even-numbered years.
