Adds "construction manager build" as an alternative project delivery method alongside design-build contracts for NYC public works projects under the Public Works Investment Act.

Allows construction manager build contracts for water/sewer infrastructure and coastal resiliency projects with estimated costs of at least $10 million, and for cultural institution and public library projects with estimated costs of at least $5 million, all requiring project labor agreements.

Requires all alternative project delivery contracts to be selected through open and competitive procurement methods and establishes evaluation criteria including cost, solution quality, proposer qualifications, project timeline, and community impact.

Mandates that final proposal scores and contract details be published on the authorized entity's website and requires annual reporting on contract pricing, completion costs, and minority/women-owned business enterprise participation.

Extends the expiration date of the Public Works Investment Act from eight years to eight years after the effective date, allowing previously issued requests for qualifications or proposals to continue under the act.
