Authorizes Michael Winston Hoard to file a new service retirement application and option election form on behalf of his deceased wife, Kathy Marie Dwyer-Hoard, who was a member of the New York State and Local Employees' Retirement System.

Sets Kathy Marie Dwyer-Hoard's retirement date as October 21, 2019, and requires the request to be submitted to the state comptroller within one year of the act's effective date.

Establishes that the retirement option election will be a joint allowance full option, and waives any pre-retirement ordinary death benefits otherwise payable under section 448 of the Retirement and Social Security Law.

Requires deduction of any death benefits previously paid by the retirement system from the service retirement benefits payable under this act.

Imposes a one-time past service cost of approximately $458,000 on the State of New York, payable by March 1, 2025.
