Expands existing anti-discrimination and anti-harassment policies in schools to include conduct on the internet and electronic communications, with consideration for whether parental notification is in the student's best interest.

Creates new Article 2-A requiring school districts serving grades 7-12 to adopt suicide prevention, intervention, and postvention policies by August 1, 2024, including training for school personnel and partnerships with community mental health organizations, with specific focus on high-risk groups including LGBTQ youth.

Adds digital citizenship and media literacy as required components of instruction in grades K-12, with specific standards covering internet safety, cyberbullying prevention, and responsible online behavior.

Requires teachers and library media specialists to complete 5-15 hours of professional development in media literacy and dignity/anti-bullying/suicide prevention training every five years as part of continuing education requirements.

Appropriates $15 million to the Department of Education for developing and distributing teacher trainings, model policies, media literacy standards, and suicide prevention resources.
