Part A: Authorizes the commissioner of general services to amend a conveyance to the Town of Islip by removing use restrictions on a 0.1324-acre parcel of land in Central Islip (located between Carleton Avenue and land of Steel Campus, LLC and Marcus ISP APTS Holdings, LLC).

Part B: Authorizes the Town of Islip to discontinue the same 0.1324-acre parcel as parkland and convey it for residential development, contingent upon dedicating fair market value funding towards acquiring new parklands or improving existing park facilities.

Part B - Federal Compliance: Requires the Town of Islip to comply with all applicable federal requirements (including approval from the Secretary of the Interior) before alienating the parkland if it received any federal funding for the property's purchase, maintenance, or improvement.

Effective Date: Both parts take effect immediately upon enactment.
