Establishes the "Certificate of Insurance Reliability Act (CIRA)" to regulate certificates of insurance for coverage of activities conducted in New York State.

Requires all certificates of insurance to be issued by insurers and be binding on the insurer.

Permits entities to require certificates of insurance only if they are either a form promulgated by the insuring company or any other form approved by the superintendent of insurance.

Removes the previous requirement that certificates must be either insurer-issued forms or standard forms approved by an industry standard-setting organization and the superintendent.

Takes effect 90 days after becoming law.
