Designates ambulance and emergency medical services as essential services that counties, cities, towns, and villages must ensure are provided within their boundaries, with exemption for cities with populations of one million or more.

Authorizes creation of special districts for financing and operating general ambulance services, established following fire district procedures, with prohibition on overlapping existing ambulance districts unless merged and on eliminating districts without county approval.

Requires development and maintenance of statewide, regional, and county comprehensive emergency medical system plans reviewed every five years, with 180-day advance notice to the Department of Health required for permanent changes including ambulance service modifications.

Establishes training program standards for emergency medical service practitioners and agencies, with the state emergency medical services council making recommendations and the Department of Health implementing and funding programs.

Takes effect six months after enactment.
