Authorizes establishment of special districts for financing and operating general ambulance services, following procedures similar to fire districts, with prohibition on overlapping existing ambulance districts unless merged.

Requires counties to develop and maintain comprehensive county emergency medical system plans incorporating all ambulance services, with 180-day advance notice to the department before making permanent changes to coverage areas.

Mandates the state emergency medical services council to develop and maintain a statewide comprehensive emergency medical system plan, reviewed and updated every five years, addressing facilities, transportation, workforce, and training standards.

Establishes minimum education standards and training requirements for emergency medical system practitioners and educational institutions, with department authority to fund and enforce compliance through enforcement actions.
