Accelerates the downstate casino license selection process by establishing an August 31, 2024 deadline for all gaming facility license applications to be submitted to the board.

Requires the Gaming Commission to hire a community consultant by August 31, 2024 to manage community advisory committee processes for applicants proposing facilities in specified regions of zones one and two.

Establishes timelines for community advisory committee establishment (within 30 days of receiving all applications) and application review (within 120 days of committee establishment), with committees issuing findings by two-thirds vote.

Requires the board to complete review of all applications receiving community committee approval and make recommendations to the commission for selection of up to three licenses by December 31, 2025, or when all applicants obtain required land use entitlements, whichever is earlier.

Authorizes the commission to select up to three applicants to receive licenses within 30 days of receiving board recommendations, with discretionary 30-day extension for good cause.
