Creates an Office of Resilience within the executive department with a Chief Resilience Officer appointed by the Governor to coordinate statewide climate resilience efforts.

Establishes a Resilience Task Force comprised of commissioners from 14 state agencies plus one public member to provide strategic direction and oversee development of a statewide resilience plan.

Requires appointment of resilience coordinators in each state agency to integrate climate resilience into agency missions and coordinate with the Chief Resilience Officer through an Interagency Resilience Coordination Team.

Mandates development of a statewide resilience plan within one year addressing climate threats including flooding, extreme heat, and precipitation, with prioritization of natural and nature-based solutions.

Requires at least six regional public hearings (three upstate, three downstate) with 120-day public comment period and ensures disadvantaged communities receive no less than 35 percent of benefits from proposed resilience projects.
