Amends Civil Service Law to require the president to procure pharmacy benefit manager services through a reverse auction process rather than standard contracting procedures.

Establishes that all bidders must accept a participant bidding agreement specifying common definitions, prescription drug classifications, retail pricing rules with maximum allowable costs and dispensing fees, and other contract terms deemed necessary.

Requires pharmacy benefit managers submitting bids to provide complete pharmacy claims data access to the president for conducting the reverse auction and performing administrative duties.

Mandates that the president procure a technology platform vendor through competitive bidding at least three months before the reverse auction to host and conduct the online automated bidding process.

Allows the state to assess a per-prescription fee paid directly by the pharmacy benefit manager to the technology platform vendor to cover platform and professional services costs.
