Commissioner of Social Services must conduct a study on SNAP benefit fraud prevalence within 240 days of the law's effective date, including evaluation of stolen benefits and barriers to implementing EMV chip card technology for electronic benefit transfers.

Commissioner shall submit initial study findings and report to the Governor, Senate Temporary President, and Assembly Speaker upon completion.

Commissioner must submit updated reports no later than 120 days after the end of each fiscal year following the initial report, reviewing and modifying SNAP regulations and analyzing ongoing fraud threats and protective measures.

The act takes effect immediately upon enactment.
