Amends Election Law Section 4-104 to require boards of elections to notify state party committee chairpersons, county party committee chairpersons, state assembly members, and state senators at least 30 days before changing a polling place location, or as soon as practicable.

Maintains existing requirement that boards of elections send written notice by mail to all registered voters at least five days before the next election when a polling place location changes.

Allows boards of elections to provide alternative notice at the previous polling place location if mailed notice is not possible.

Changes gender-specific language in the statute from "him" to "such voter" for gender-neutral terminology.

Takes effect immediately upon enactment.
