Requires the state comptroller, attorney general, and independent certified public accountants to conduct annual audits of the office of addiction services and supports' use of statewide opioid settlement funds in accordance with generally accepted government auditing standards

Audits must evaluate whether internal controls meet objectives defined in executive law section 950, identify control weaknesses, and report any significant or material deficiencies with recommendations for correction

Comptroller and attorney general must request competitive proposals from independent certified public accountants based on quality and price factors to conduct the audits

Requires the office of addiction services and supports to make available all books, records, and relevant information to the comptroller, attorney general, and independent auditors conducting these audits

Takes effect immediately upon enactment
