Establishes a co-sheltering grant program administered by the Office of Children and Family Services and Office of Temporary and Disability Assistance to expand shelter access for homeless individuals and domestic violence victims who have companion animals.

Provides grant funding to non-profit organizations and municipal shelters for implementation and maintenance of co-sheltering programs, subject to appropriation.

Eligible uses of grant funds include veterinary services, facility renovations to accommodate kennels, staff training on health and hygiene protocols, and provision of animal food and supplies.

Requires consultation with relevant state agencies including the Division of Housing and Community Renewal, the Office for the Prevention of Domestic Violence, and housing and domestic violence service providers when establishing and operating the program.

Takes effect 180 days after becoming law.
