Adds a new policy category under insurance law allowing accountable care organizations (ACOs) with Medicaid certificates of authorization to purchase experience-rated group health insurance for their members and employees.

Requires ACO policies to cover at least 100 individuals at issuance, with minimum enrollment of 50% of eligible individuals (or 500, whichever is less) if members contribute to premiums, or all eligible individuals if the ACO fully funds premiums.

Exempts ACO policies from small group rating requirements when the group has at least 150 member employers, covers more than 500 individuals, and each employer is a Medicaid provider with Medicaid representing 60% or more of annual revenues.

Applies the same exemption from small group rating rules to health maintenance organization contracts issued to qualifying ACO groups.

Takes effect 180 days after enactment, with amendments to existing rating provisions expiring according to their original sunset dates.
