Establishes the New York road salt reduction council consisting of 15 members including commissioners of transportation, environmental conservation, and health, the chair of the Thruway Authority, NYC Environmental Protection commissioner, county/town/mayor association presidents, and legislative appointees.

Designates the transportation commissioner and environmental conservation commissioner as joint chairs of the council, which must meet at least quarterly and requires a supermajority vote for approvals.

Council shall by 2027 recommend quantifiable limits for road salt use protective of water quality standards, incentives for local adoption of best management practices, and scientifically defensible drinking water standards.

Establishes a separate advisory committee with up to 25 members from nongovernmental organizations including representatives from the Adirondack watershed institute, Cornell University, Hudson Riverkeeper, Lake George Association, and other water and environmental organizations.

Council shall prepare annual reports to the governor and legislature detailing activities and progress implementing recommendations from the Adirondack road salt reduction task force.
