Amends public health law to establish an electronic cigarette and vaping prevention, awareness and control program within the Department of Health in consultation with the Department of Education.

Program shall create age-appropriate instructional materials, marketing and advertising campaigns to educate students, parents, and school personnel about health risks of vapor products, particularly targeting persons under 21 years old.

Requires the Department of Health to notify parents and/or guardians when a secondary school student under 21 is found using or possessing an electronic cigarette or vapor product.

Mandates that any student found using or possessing vapor products and their parents/guardians attend the electronic cigarette and vaping prevention program established under this act.

Takes effect 90 days after becoming law, with authority for necessary rule and regulation implementation effective immediately upon enactment.
