Requires the New York State Commissioner of Education to establish a statewide school safety tip line accepting reports via telephone, text message, internet, and other media regarding students harming or threatening to harm other students or school employees.

Mandates the commissioner promulgate rules protecting personally identifiable information of reporters while allowing law enforcement and school personnel to follow up, including procedures for logging reports, referring information to districts or law enforcement, and tracking outcomes.

Restricts disclosure of personally identifiable information to follow-up contact and information gathering purposes unless required by law, while permitting release of aggregated data and case narratives without identifying reporters.

Requires every public school building to display visible signs advertising the tip line to school employees, students, and parents or guardians.

Permits continuation of regional or school district-operated tip lines alongside the statewide system; takes effect ninety days after becoming law.
