Establishes extended producer responsibility requiring producers of household appliances and regulated refrigerants to submit collection program plans to the Department of Environmental Conservation by December 31, 2025.

Mandates implementation of collection programs by July 1, 2026, with minimum convenience standards requiring at least one permanent collection site per county and per 30,000 people in municipalities with 10,000+ residents.

Sets recycling rate targets for household appliances of 30% by year 5, 50% by year 10, and 75% by year 15 (with specified percentages for closed-loop recycling), and refrigerant recovery rates of 50% by year 5, 70% by year 10, and 90% by year 15.

Prohibits disposal of household appliances and regulated refrigerants as solid waste beginning January 1, 2028, and requires retailers to only sell covered products from producers participating in approved programs as of July 1, 2026.

Establishes a dedicated fund for extended producer responsibility costs and authorizes penalties of up to $500 per violation plus $500 per day for continued violations; creates post-consumer content requirements starting at 10% and increasing to 30%.
