Authorizes Monroe County to allow Carl J. Zimmerman, a sergeant with an employment start date of October 29, 1990, to participate in the optional 20-year retirement plan under Articles 552-553 of the Retirement and Social Security Law.

Permits this exception because Zimmerman failed to make a timely application to the 20-year plan for reasons not attributable to his own negligence.

Requires Monroe County to file a resolution with the State Comptroller within 180 days of the act becoming law, certifying that Zimmerman did not bar himself from participation through negligence.

Allows Zimmerman one year from the effective date to elect coverage and requires the retirement system to credit his service from October 29, 1990 to present under the 20-year plan.

Monroe County must bear all employer past service costs, estimated at approximately $141,000 as a one-time payment or $31,500 annually if amortized over five years, plus approximately $11,000 in increased annual contributions for fiscal year 2025.
