Prohibits lump sum appropriations in New York State budget bills and requires all appropriations to be itemized by agency, program, fund type, and expense category (personal service, nonpersonal service).

Defines "itemized appropriation" as an appropriation that specifically relates to a program in the financial plan with its financial plan program reference number and cannot be a lump sum appropriation.

Requires state agencies to develop processes for scoring, ranking, and awarding contracts for appropriations without specific recipients, based on clear, measurable, and objective criteria with public advertising for bids.

Establishes an online database maintained by the governor listing all individual grants over $1 million, including award amounts, grantees, administering agencies, legislator nominations, and project status.

Limits reappropriations to one additional fiscal year (except for capital projects, debt service funds, and education/medical assistance), and restricts emergency appropriations to state declared disasters or emergencies rather than general unanticipated expenditures.

Requires the comptroller to report quarterly to the legislature on expenditures and compliance with appropriation requirements.
