Creates a new civil rights law cause of action (§50-h) for intrusion upon seclusion against any person who intentionally intrudes physically or otherwise upon another's solitude, seclusion, private affairs, or concerns if the intrusion would be highly offensive to a reasonable person

Allows courts to award injunctive relief, punitive damages, compensatory damages, and reasonable court costs and attorney's fees at the finder of fact's discretion

Establishes that liability does not depend upon any publicity given to the affected person or their affairs

Takes effect 90 days after becoming law
