Prohibits corporal punishment, aversive interventions, and seclusion in all schools, including public districts, charter schools, private schools, and school buses.

Authorizes limited use of timeout (monitored separation in unlocked rooms) and physical restraint only when imminent danger of serious physical harm exists and de-escalation techniques have failed; prohibits prone restraints and use as punishment.

Requires schools to implement multi-tiered systems of supports, provide annual staff training on de-escalation and positive interventions, and maintain detailed documentation of each timeout or restraint incident.

Mandates same-day parental notification and documentation copies within three school days following timeout or physical restraint use; requires post-incident debriefing with staff and students.

Establishes annual reporting requirement to the Department of Education beginning 2025-2026 school year on physical restraint, timeout, and substantiated allegations of prohibited practices; creates private right of action allowing parents to sue for damages resulting from violations.
