Changes language in Social Services Law Section 398-a from "chairmen" to "chairpersons" of the senate finance and assembly ways and means committees.

Requires the Office of Children and Family Services to incorporate any cost of living adjustment provided by state law into the next base payment rate for foster child care and all subsequent maximum state aid rates.

Specifies that incorporated cost of living adjustments are in addition to any cost of living adjustments provided in subsequent fiscal years, as well as any trend factors or staff retention factors the office may apply.

Allows the Office of Children and Family Services to continue applying additional trend factors or staff retention factors that programs are eligible for.

Takes effect immediately, with the amendments deemed repealed when Section 398-a subdivision 2 is repealed.
