Prohibits any person, firm, partnership, corporation, or government entity from breeding, selling, purchasing, importing, exporting, distributing, transporting, or trading red-eared slider turtles (trachemys scripta elegans).

Exempts zoological parks and aquariums accredited by the Association of Zoos and Aquariums, wildlife sanctuaries, research facilities licensed by USDA, licensed veterinarians, humane societies, animal shelters, state universities and agencies, licensed wildlife rehabilitators, and nature centers engaged in environmental education and research.

Authorizes the Department of Environmental Conservation to adopt rules and regulations to implement the prohibition.

Takes effect 60 days after becoming law.

Establishes the prohibition based on red-eared sliders being one of the world's 100 most invasive species that threaten biodiversity and have spread throughout New York's waters despite existing unenforced regulations.
