Amends the definition of "rechargeable battery" under environmental conservation law to include batteries designed for use in bicycles with electric assist as defined in Vehicle and Traffic Law section 102

Removes the blanket exclusion of batteries used as principal electric power sources for vehicles, creating a specific carve-out for e-bike batteries that would now fall under recycling requirements

Battery must still weigh less than twenty-five pounds to qualify under the rechargeable battery definition

Takes effect on the thirtieth day after the bill becomes law
