Extends the consent requirement to biological product substitutions, requiring patients to authorize pharmacists to substitute prescribed biological products for less expensive interchangeable biological products.

Takes effect ninety days after the bill becomes law, with regulatory agencies authorized to implement necessary rules immediately upon enactment.
