Requires every railroad corporation operating freight trains in New York State to inform the Division of Homeland Security and Emergency Services, Department of Environmental Conservation, and Department of Transportation about trains transporting hazardous materials before traveling on state tracks.

Mandates railroad corporations promptly update hazardous waste manifests and provide the same information required under Public Law 114-94 (Federal Fixing America's Surface Transportation Act) to local municipalities.

Designates all information provided under this requirement as confidential and exempt from disclosure under New York's Public Officers Law or any other provision of law.

Directs the commissioners to promulgate rules and regulations necessary for implementation.

Takes effect 30 days after enactment, but automatically repeals if a federal agency determines it would render New York ineligible for federal funds or if a court determines it violates federal law or regulation.
