Requires the committee to identify infrastructure requiring immediate repair and estimate costs to complete 75 percent of ADA station modifications by 2035, including a timeline and implementation budget.

Mandates submission of a detailed report to the governor and legislature within one year, followed by annual progress reports, with independent oversight by the state comptroller's office to monitor implementation.
